Philippines Domestic Travel Requirements During Covid-19 Pandemic

 


Terms:

LGU (Local Government Unit) - The local government in the Philippines is divided into three levels: provinces and independent cities, component cities and municipalities, and barangays. All of which are collectively known as local government units (LGUs). 

ROF (Returning Overseas Filipino) - Returning or repatriated Overseas Filipino Workers (OFWs) and other Overseas Filipinos (OFs)

LSI (Locally Stranded Individual) - Foreign nationals or Filipino citizens in a specific locality within the Philippines who have expressed intention to return to their place of residence / home origin. LSIs can be further classified to "workers, students, tourists, or other individuals stranded in various localities while in transit"

APOR (Authorized Persons Outside of Residence) - from National Government Agencies and their attached Agencies


To ensure everyone’s health and safety, airlines and its passengers shall strictly observe the following in all airport facilities and on board the aircraft:

  1. Mandatory wearing of face masks and face shields.
  2. Mandatory use of the Traze Mobile Application to generate and scan their QR code when entering in, boarding from, and upon arriving in all Philippine Airports starting November 28, 2020, as mandated by the Philippine Department of Transportation.   3. Mandatory physical and social distancing and minimum contact at all times and in all places within the airport premises, and during all procedures, from check-in, boarding, inflight, disembarking to retrieving of check-in baggage.


Domestic flights to and from different local destinations in the Philippines may continue to operate subject to compliance with any restrictions on flight frequencies or capacity that may be imposed by each Local Government Unit (LGU) of the concerned destination cities. Some areas in the Philippines have limited their travel for essential travelers only. They include the following groups:


Passenger Type

Minimum Documentary Travel Requirements*

Returning Overseas Filipino (ROF)

  • Identification Card
  • Negative RT-PCR result and Certificate of Quarantine issued by DOH-BOQ

Locally Stranded Individual (LSI)

  • Identification Card
 Authorized Persons Outside of Residence (APOR) from National Government Agencies and their attached Agencies
  •  Identification Card
  • Travel Order
  • Travel Itinerary
  • Must pass symptom-screening of entry and exit
 Health and emergency frontline services personnel
  •  PRC License
  • Official Identification Card
  • Hospital Identification Card or any other proof of occupation

Persons traveling for medical reasons

  • Identification Card
  • A Certificate from the Local Chief Executive of the LGU having jurisdiction over his/her residence (recommended)
 Persons traveling for humanitarian reasons
  •  Identification Card
  • A Certification from the Provincial Government of destination (recommended)
 Permitted Work
  •  Company Identification Card and/or Certificate of Employment (stating they are still connected with the company)
  • A Certification from the Provincial Government of destination (recommended)

Persons traveling to Philippine domestic destinations opened for tourists

Philippine Airlines Departure Guide for Domestic Travel 

BEFORE YOU FLY

  1. As early as 5 days prior to your departure, register and accomplish the Passenger Profile and Health Declaration (PPHD) Form and save the confirmation email and QR code. This is a two-step pre-registration and registration process. Click here to register: https://bit.ly/PALDomPPHD.
  2. Secure additional required documents, if any, of your destination’s Local Government Unit (LGU). Click the “BACK” button at the bottom of this page and choose your destination. As these requirements may change at short notice, the advisories are meant only as a guide.
  3. Please note that some LGUs require a negative rapid test, Antigen test, or RT-PCR test result before departure. Validity of these test results also vary depending on the LGU. Philippine Airlines has set up a testing facility and has partnered with accredited laboratory and testing facilities to provide PAL passengers exclusive and discounted testing fees and queueing priority: https://bit.ly/PALTestPartnersDom
  4. To avail, contact and book an appointment with our testing partner, proceed to the testing facility and present your ID, PAL Ticket, and QR Code indicating completion of registration via the PAL Passenger Profile and Health Declaration Form. Pay and undergo the test and wait for the result of your test that will be sent via email. Note: The list of accredited testing partners may change without prior notice. Laboratory services provided by our testing partners are independent from Philippine Airlines operations. PAL shall not be liable for any delay or mistake in the release of results.
  5. For passengers with stop overs in their flights, please register and secure required travel and health documents for all stop overs, until your final point of arrival. If there are any changes to your booking (change in flight date or number, change in destination, etc.) please register again to reflect the most updated information. Note: Requirements may vary for repatriation and government-chartered flights.


AT THE AIRPORT

  1. For passengers departing from Manila, please proceed to the Documents Check Booth before entering the terminal. Our Documents Checker will scan your QR Code and assess the completeness and validity of your documents. You will receive a stamp indicating that you have complete and valid documents. For passengers departing from other stations except Manila, please proceed to the check-in counter for our check-in agent to scan your QR Code and assess the completeness and validity of your documents. You will receive a stamp indicating that you have complete and valid documents. Help Desks are available for those without smart devices/phones. 
  2. Proceed to the check-in counter and check in for your flight.


 UPON ARRIVAL AND GOING HOME

  1. When you arrive, please follow arrival and quarantine protocols set by the destination’s LGU. Note: If you are heading to another municipality, city, or province after your flight, please check the requirements of their respective LGUs.

Cebu Pacific Departure Guide for Domestic Travel 

Due to the rising cases of COVID-19 in Metro Manila and adjacent provinces, the Philippine government, through the Inter Agency Task Force (IATF), has announced stricter guidelines beginning March 22, until April 11, 2021. During this time, only essential travel will be allowed. Please make sure to check with your destination’s local government units (LGU) for the latest updates.

In compliance with the Philippine local government unit (LGU) requirement for contact tracing, guests flying with Cebu Pacific are required to submit contact information and destination address. These details must be submitted within a set deadline. Please refer to the pre-flight reminder we send you via email for further details. Depending on the LGU requirement, failure to submit the needed information may result to denied boarding. Here's how --

  2. Log in using your GetGo account or enter your booking reference number and surname to retrieve your booking
  3. Click 'Update Guest Details'
  4. Update with the required passenger details and continue

Metro Manila (MNL) Travel Guidelines

Travel Permission

  • ECQ: April 05 – April 11, 2021
  • Allowed*

Domestic flights to and from Manila may continue to operate subject to compliance with any restrictions on flight frequencies or capacity that may be imposed by each Local Government Unit (LGU) of the concerned destination cities.


Domestic travel to and from Manila shall be limited to essential travelers and Authorized Persons Outside of their Residences, namely:

  • Health and Emergency Frontline Services Personnel
  • Government officials and frontline personnel
  • Duly Authorized Humanitarian Assistance Actors
  • Persons traveling for Medical or Humanitarian Reasons
  • Persons going to the airport for travel abroad
  • Anyone crossing zones for work or business and going back home 
  • Returning or Repatriated Overseas Filipinos and Overseas Filipinos returning to their places of residences
Leisure travels shall be prohibited into and out of during the said period.

  • Bureau of Quarantine Certificate and Medical Test Result
  • ID as proof of residence

APOR

  • Company ID or Employment Certificate
